ILO organized two workshops for the members of the Territorial Committees for Collective Consultations and Bargaining

  • The members of Territorial Committees for Collective Consultations and Bargaining (TCCCB) from 10 districts of the Republic of Moldova strengthened their capacities within the two training workshops organized within 7-8 July and 14-15 July, in Chișinău.

The workshops are part of a broader program of the International Labour Organization (ILO) which envisions supporting the TCCCBs with the view to develop and implement Local Employment Partnerships (LEP) designed to contribute to job creation and transition to formal employment, particularly among the vulnerable groups of the population.

Representatives of local public authorities and trade union and employers associations of local level, members of the TCCCBs, improved their knowledge on social dialogue and international labor standards, and on the role and duties of social actors within the territorial partnerships in the field of employment.

The participants also discussed about social protection through the lens of social partnership, collective bargaining at territorial level, including in the field of wages, synergies between the local actors and the civil society within the LEPs for identifying opportunities for job creation and formalization, identifying data sources and using indicators in the labor market analysis process, as well as about ways of developing employment policies and setting priorities in the given field.   

The TCCCBs members had a possibility to both discuss the given topic and apply in practice the learned material on a policy document, practicing the use of indicators in the process of labor market analysis.

“The Territorial Committee for Collective Consultations and Bargaining plays a catalyst role, gathering the public and private partners that are relevant on the labour market. The latter have the role of identifying the main employment related challenges faced in the territory and suggesting concrete actions to address the barriers in the job creation and transition to formalization process. Considering the fact that these very Committees have the mission to contribute to developing employment solutions adapted to local circumstances, it is very important for its members to be well prepared and informed. Therefore, the ILO organizes various capacity building activities for the TCCCBs in Moldova”, stated Violeta Vrabie, ILO Sr Project Coordinator.  

As a result of these workshops, the TCCCBs members from the selected districts will better understand the specifics and indicators of the labour market at territorial level and will be able to identify the income generating sectors, which will finally help them formulate efficient employment and formulization initiatives and contribute together to the implementation of local development strategies. Moreover, they could provide guidance to other committees from districts where the social partners have no experience but are rather interested in implementing LEPs with the ILO support.

The TCCCBs members who participated in the workshops come from those districts that are active and experienced in implementing LEPs, among which are Soroca, Anenii Noi, Ungheni, Ștefan Vodă, Hâncești, Rezina, Drochia, Florești, Călărași, and Ocnița.

The workshops were organized by the ILO in partnership with the National Trade Unions Confederation (CNSM) and the National Employers Confederation of the Republic of Moldova (CNPM).
