NEA representatives benefited from a training course regarding the impact assessment methodology and outcomes of traineeship program

  • During December 13-14, 2023, the International Labor Organization (ILO) organized a training on the methodology and outcomes of impact assessment of traineeship programs, this being an active measure provided for by theLaw no. 105/2018 regarding employment promotion and unemployment insurance.

The event was attended by the representatives of the Ministry of Labor and Social Protection (MLSP), the National Employment Agency (NEA), including the Labor Market Observatory, the Monitoring Service, the Employment Policy Implementation Directorate, as well as by the heads of territorial employment subdivisions, who have been implementing this active measure for the last three years.  

The first impact assessment exercise focused on the traineeship programme. The ILO contracted a company that carried out the quasi-experimental econometric matching to assess the impact of this program and to assist the NEA in collecting questionnaire-based data for the control and treatment groups.

This training was a necessary one as it contributes to the strengthening of our capacities in terms of monitoring and evaluation of active employment measures. Anyway, the outcomes of impact assessment encourage us to continue applying the traineeship program and to offer employment opportunities to young people who lack work experience. Accordingly, the NEA takes over the new experiences aimed to modernize the services and successfully implement active measures on the labor market", stated Raisa Dogaru, NEA director.

Active employment measures, like any other type of public policy interventions, are designed to overcome the labor market challenges of target groups and achieve definite results. In this context, it became imperative to develop the methodology for the employment programs impact assessment, which was possible to carry out due to the support of the ILO. The impact evaluation will help the decision makers to answer the questions of cause and effect and provide information on the program design enhancement. One of the conclusions of the traineeship program impact assessment denotes that the group of people who benefited from traineeship  is substantially better positioned on the labor market than the one who did not go through such a program. The members of the first group are more likely to be employed and are in a more favorable position in terms of average monthly income compared to those who did not benefit from traineeship.

We kindly remind that this June, the ILO offered a training regarding the methods of employment measures impact assessment, which facilitated the identification of ways to achieve more anticipated results.

The training is part of a series of activities carried out by the ILO project "Inclusive and productive employment", with the financial assistance of the Swiss State Secretariat for Economic Affairs, to support the Government of the Republic of Moldova in the implementation of the National Employment Program (2022-2026).
