Training course on impact assessment of employment promotion programs

  • During June 15 and 16, 2023, the representatives of the Ministry of Labour and Social Protection (MoLSP) and the National Employment Agency (NEA) participated in a training course regarding impact assessment of employment promotion programs.

The seminar supported by the International Labour Organization (ILO) provided the participants an overview of assessment tools and modalities, as well as practical advice for establishing and applying the most relevant impact assessment methodology, depending on the specifics of the country. Consequently, more than a few topics were addressed during the training, including the macroeconomic situation in the Republic of Moldova, the specifics of the labour market in the context of active measures implementation, the types of data needed to evaluate the effects of employment programs, the methodology to be applied in this context.

The training course was moderated by the ILO expert Aleksandra Nojkovici from Serbia, who presented the experience of the Western Balkan countries with regard to the implementation and assessment of active labour market measures, including case studies and examples based on survey data. Previously, Aleksandra Nojkovici was invited by the ILO to analyse the data sources available in the Republic of Moldova concerning labour market situation, data collection tools, specific challenges, to subsequently propose a methodology for impact assessment of employment programs and provide assistance in view of strengthening the capacities of relevant state institutions.

At the end of the training, Raisa Dogaru, NEA director, stated: "The promotion of employment is a policy priority of the Government of the Republic of Moldova and it highlights the importance of active measures to facilitate the transition to the labour market of population groups at risk of social exclusion. Such training courses are very welcomed since they help us identify the challenges on the labour market and come up with specific interventions, adapted to the realities and needs of the market".

Almost five years after the introduction of the new law on employment promotion, the Ministry of Labour and Social Protection has requested support of the International Labour Organization to draft the methodology for impact assessment of employment programs and to provide a training course on how to prepare the impact evaluations, which will help the decision makers to obtain a clear picture of the labour market and provide them with information on how the design of the programs can be improved.
