More transparency in the evaluation and selection of internal affairs employees

The department uses an area of about 500 square meters, being located on the ground floor of one of the “Stefan cel Mare” Academy’s buildings. It has several offices for employees, two test rooms equipped with computers, four rooms for interviewing candidates, several administrative spaces, and a data centre for storing the information collected during assessments. To ensure assessment according to international standards, the department has been equipped with 40 computers.

Candidates will be able to apply online via an IT platform that ensures digitalisation of all workflows, from the submission of applications by candidates until the final hiring decision taken by the specialised committees of the MIA subdivisions. Pre-selected candidates will take online a general knowledge test and will be physically tested, if needed. Potential employees will also undergo a psychological assessment, which will be based both on interviews with the department’s psychologists and online tests. For this purpose, the institution will use standardised and internationally validated psychological tests.

The department's employees work in close coordination with the human resources specialists of the MIA subdivisions, as well as with the specialists of the Ministry's Medical Service, thus ensuring a transparent and efficient cyclical selection and evaluation process.

The department will evaluate candidates and employees of the General Inspectorates of the MIA, Bureau for Migration and Asylum, Information Technology Service, Internal Protection and Anti-Corruption Service, the Agency for Material Reserves, “Stefan cel Mare” Academy, “Dinamo” Central Sports Club, MIA Medical Service etc.

“People opting to work at the Ministry of Internal Affairs are future police officers, border guards, fire fighters, rescuers, officers of the Bureau for Migration and Asylum. The quality of the services they will provide to citizens and how will they act in the community depends on their capabilities. Since we want these to be at the highest level, the inauguration of a centre specialized will contribute to the efficiency of the evaluation and selection process of future MIA employees. “A standardized recruitment and evaluation process is critical for sustainable law enforcement development. I am confident that this facility will help to attract high quality candidates while removing obstacles in the selection process,” said Kent D. Logsdon, U.S. Ambassador to the Republic of Moldova.

“Modernization of the human resources management in the home affairs sector is one of the cornerstones of the Police reform in Moldova. It involves improved recruitment and evaluation processes that contribute to enhanced quality of Police staff and to a more professional and efficient Police service. The changes introduced by the new approach to recruitment of internal affairs staff we witness today is an important step forward in this endeavour,” noted Dima Al-Khatib, UNDP Resident Representative to the Republic of Moldova.

The department's employees have benefitted from international training to effectively operate the new platforms. It is estimated that once the department starts operating at full capacity, over three thousand people will be assessed each year.

For the renovation of the head office of the Recruiting and Evaluation Department of the “Stefan cel Mare Academy”, US$197,000 were provided by the U.S Government and $21,000 represent MIA contribution.

The Ministry of Internal Affairs and the Police of the Republic of Moldova have a long-lasting collaboration with the U.S. Government and UNDP, during which various activities were carried out to strengthen institutional and professional capacities of police to ensure a safe environment for all men and women in the Republic of Moldova and increase people’s trust in police.
