A project on civic reporting of irregularities in the society - Imi Pasa - was launched

  • Imi Pasa is a web-platform through which citizens can report irregularities, such as expired products, metrological fraud, etc. directly to responsible state institutions. The institutions in charge will analyze the reports submitted by citizens and their examination status will be published online.

Imipasa.md is a platform that was conceived in 2015 by the Social Innovation Lab MiLab - a joint UNDP and E-Government Center project. Imipasa.md is supported by the British Embassy in Chisinau.

From the start, Consumer Protection Agency and State Tax Inspectorate expressed their interest to take part in the project. However, fiscal irregularities could be reported on the platform in a short while after launching.   

"The Imi Pasa initiative will contribute to raising awareness of consumer rights, increase civic participation and send a clear “Zero Tolerance” message to corrupt practices in the marketplace”, said Phil Batson, British Ambassador to Chisinau.

Through www.imipasa.md citizens can report frauds detected in their everyday life, such as the difference between the shelf-cashbox price, expired products, absence of information in the state language on the products, metrological (weights and measures) deception/fraud, etc.

The director of the Consumer Protection Agency, Iurie Eremia, said: "This project is an exciting challenge for the consumers. Moreover, for the Consumer Protection Agency this is a new commitment to protect consumers’ rights and to react promptly to the citizens’ reports on irregularities".

"Involving civil society in identifying and reporting of irregularities in society is a very important step to have a prosperous society," said Adrian Timotin, deputy head of the State Tax Service.

The reporting process is simple and accessible:

  1. The user will report a fraud directly on www.imipasa.md.
  2. The responsible state institution will examine the request.
  3. The responsible state institution will publish the current status of the complaint.

Thus, every citizen who reported a fraud onto the platform will receive a response within 30 days, without the need to go to the physical office of the institution, in order to submit a complaint or to find out its status. The platform is user-friendly and reporting process takes less than 5 minutes.

"We at UNDP believe there is always room for improvement through innovative approaches. We also believe that imipasa.md will create a stronger bond between citizens and public institutions. This platform allows direct communication between public institutions and citizens that will serve as a feedback mechanism to demonstrate to people the actions taken by public authorities in response to people’s requests", said Narine Sahakyan, UNDP Deputy Resident Representative.

To demonstrate the positive impact of civic accountability and to motivate people to get engaged in their community, we will offer the portal users the chance to participate in a community projects contest. Users will put forward project ideas that will benefit their community and will vote for the ones with the most positive impact. A selection committee consisting of project partners will pick the best four projects for funding, out of the ten most popular ideas.
