New project financed by the Swedish Government will strengthen the parliamentary institution
12 July 2016
- Harmonization of the Moldovan legislation with the EU and implementation of the 2030 Sustainable Development Agenda, enhancing oversight practices, encouraging gender equality, as well as openness of the Parliament to engage with citizens and cooperate with civil society, and increasing its efficiency and transparency - here are the objectives of a new parliamentary support project financed by the Swedish Government and implemented by the United Nations Development Programme in Moldova.
Therefore, Andrian Candu, Speaker of the Parliament of the Republic of Moldova, Signe Burgstaller, Ambassador of Sweden to Moldova, and Dafina Gercheva, UN Resident Coordinator and UNDP Resident Representative in Moldova, attended the official signing ceremony of the project document on July 11, 2016.
The ‘Strengthening Parliamentary Governance in Moldova’ project will be implemented during 2016-2019.
“Sweden has been supporting Moldova’s Parliament since 2009. During past years, substantial progress has been made in ensuring an efficient, transparent and effective functioning of the Parliament, however there is still work to be done. This contribution is of a strategic importance for Moldova’s development and steady progress towards achieving EU norms and standards of democratic governance”, said Signe Burgstaller, Ambassador of Sweden to Moldova.
The UN Resident Coordinator and UNDP Resident Representative in Moldova Dafina Gercheva noted “that the overall objective of UNDP’s parliamentary assistance work in Moldova is supporting the Parliament in implementing its representative, legislative and oversight functions in a democratic, transparent, effective and efficient way to achieve a higher trust of citizens. The new project is in line with UNDP’s global approach in strengthening parliaments as institutions of governance”.
The new project builds upon the achievements of the Democracy Programme implemented during 2012-2016 that was financed by the Government of Sweden. During this period support was provided to Parliament to conduct functional analysis of its Secretariat, gender audit and corruption self-assessment. The Programme assisted the Parliament in establishing the Parliamentary Council for European Integration and modernize the web-page of the Parliament, as well as to draft other strategic development documents.
The Parliament Project launched in July 2016 will support the Parliament ‘s transparency and internal accountability mechanisms, its role in strengthening the anti-corruption efforts, as well as to better engage with NGOs, media and citizens through innovative on-line tools.
