Political inclusion of people with disabilities in the Republic of Moldova: barriers, gaps and directions for reform

This analytical note examines the level of participation of people with disabilities in decision making processes in the Republic of Moldova, with a focus on the political dimension of this participation. The document analyses both the involvement of people with disabilities in political processes as active participants and their participation in democratic processes as voters or participants in public consultation mechanisms. At the same time, the analysis identifies the main barriers limiting the political participation of this group and explores possible measures to encourage participation, including by drawing on relevant international experiences and practices in the field of political participation of persons with disabilities.

The document is structured into five chapters that provide an analysis of the political inclusion of people with disabilities. It includes an introduction, examines the legal framework for the political participation of people with disabilities, analyzes barriers to participation in the decision-making process, presents relevant international practices and experiences, and proposes policy measures for the Republic of Moldova.

The study was conducted by the Partnership for Development Center, with the support of UNDP Moldova, in partnership with UN Women Moldova, and funded by Norway, Sweden, and Denmark.
