More than 300 jobs were created as a result of Local Employment Partnership implementation in Hincesti district

  • On June 3, 2025, the closing event of the Local Employment Partnership (LEP) took place at Hincesti Vocational School, this being an innovative model of cooperation of various public and private actors, at the local and national level, with the purpose to set up more employment opportunities for the residents of the region. This partnership was implemented with the support of the International Labour Organization (ILO) within the project "Inclusive and productive employment in Moldova", financed by the Swiss State Secretariat for Economic Affairs (SECO).

The event brought together representatives of the central and local public administration, international partners, representatives of educational institutions, non-governmental organizations and business environment, as well as social partners, who worked together to better respond to the needs of the local labour market.

The special guest of the event was Daniela Zampini, Employment Specialist for Central and Eastern Europe from the ILO DWT/CO-Budapest, who guided the overall design and supported the implementation of the Local Employment Partnership (LEP) in Hîncești, with a focus on job creation and the transition to formality.

The closing event included a Job Fair, organized in partnership with the National Employment Agency, Hincesti Employment Directorate, and the VET School of Hîncești District offering the participants the opportunity to interact directly with employers, job seekers, registered unemployed and the LEP beneficiaries. LEP results were also presented, being followed by best practice exchange sessions between partners and beneficiaries.

Launched in July 2024, Hincesti LEP brought together 15 local actors including public authorities, training institutions, business and civil society organizations, that worked together to develop and implement solutions adapted to the needs of the local labour market.

"Hincesti LEP demonstrated how valuable collaboration is when it comes to contribute to job creation and supporting the local economy. Due to active involvement of all partners and the support provided by ILO and SECO, we managed to explore and develop the economic potential of the district, grow employment opportunities and promote formal employment. Thanks to the implementation of LEP, the brand "Product of Hincesti" became not only a symbol of quality, but also a drive for local development and promotion of touristic opportunities of the district. Our experience can serve as an example for other districts of the Republic of Moldova", mentioned Iurii Levinschi, the Chairman of Hincesti district.

During almost one year, Hincesti LEP has contributed to:

  • Identification of more than 750 inactive youth and their registration at the local employment office for subsequent support;
  • Creation and formalization of about 300 jobs;
  • Expanding the activity of 60 small and micro enterprises;
  • Launching of 11 start-ups in such fields as beekeeping, processing of agricultural products and craftsmanship;
  • Setting up and equipping with modern apparatus an agricultural cooperative;
  • Creation of a modern sales infrastructure for small local producers;
  • Around 1,100 residents of Hincesti district, including people at the risk of social exclusion, benefited directly from the opportunities offered by the LEP.

These results were achieved through the implementation of six strategic Actions, which were intended to: activate NEETs (young people not working, not learning or nor taking some vocational training), develop the practical skills of construction workers, support the local craftsmen, modernize the beekeeping businesses and strengthen the capacities of small agricultural producers.

The total budget for Hincesti LEP implementation was 374,588.74$, of which 289,492.08$ was provided by the ILO through the SECO-funded project, and 85,096.66$ was the contribution of local and national partners. The investment supported on-the-job training, business development, vocational training and other initiatives aimed at creating sustainable jobs.

Seven Local Employment Partnerships, with the support of the ILO, were implemented in the Republic of Moldova, in Cahul, Cantemir, Causeni, Soroca, Rezina, Floresti and Hincesti districts, during 2018 and 2025.
