The Rezina Local Employment Partnership Contributes to Business Development
Ion Postica from Rezina learned from a young age to cope with the great difficulties of life.
Due to congenital scoliosis, he has always had to limit his physical activity. With time, he understood that in order to earn a living he had to embrace a profession that did not require him physically. That is how he decided to learn computer service and repair technician at the Polytechnic College in Chisinau. After graduation he searched for a job for a long time and finally found one that suited his skills, in a phone and computer repair company. There he gained the necessary experience and came up with the idea of launching his own business in the same field. Having scarce money, he was able to realize his dream only in a couple of years, when he opened a technical service centre for computers, telephones and household equipment, following his dream.
Today Ion Postica's company rents an office in the premises of Rezina bus station and has a network of loyal customers. But to meet the demands of his clients and provide for his family's needs, Ion realised he had to grow his centre and expand his range of services. This business is the only source of living for his family since his wife is on childcare leave.
He learned from Rezina Business Incubator about the opportunities offered by the International Labor Organization (ILO) within Rezina district Local Employment Partnership (LEP) and decided to assume the challenge. The partnership was launched earlier this year by the ILO in collaboration with the Ministry of Labor and Social Protection and Rezina District Council to promote the creation of jobs, including for persons at risk of social exclusion, as well as to launch or develop businesses at the local level. The implementation of Rezina LEP provides for the participation of around 16 public and private partners at national and local level, including non-governmental organizations, financial, educational and professional training institutions, the local employment service, associations of producers, enterprises and investors.
Guided by the Business Incubator mentors, Ion developed a rigorous business plan, in which he described, in details, his idea of offering photo editing and graphic design services for any type of advertising materials. That will allow him to expand his business and create jobs, one of which will be for his wife. Ion has already submitted the dossier to the territorial subdivision of the Employment Agency in Rezina to benefit from a subsidy for the procurement of the necessary equipment and software, and he hopes that soon he will be able to realize his big dream.
A total of 10 individuals and legal entities from Rezina district will be eligible for subsidies for starting a business or, in the case of economic agents, for enterprise expansion to create jobs in rural settlements, in accordance with the provisions of Articles 39 and 40 of the Law on Employment Promotion and Unemployment Insurance. In addition to the financial aid, the beneficiaries will also receive business training and mentoring. The International Labour Organization financially supports the implementation of such employment measures starting in 2021.
It is estimated that by the end of this year, in Rezina district more than 145 jobs will be created or formalized, 26 businesses will be launched and at least 24 micro and small enterprises will be expanded through several intervention lines provided for within Rezina Local Employment Partnership.
